STABILIZATION OF EXPORT EARNINGS (STABEX), FLUCTUATIONS IN EXPORT EARNINGS (FLEX)
The Stabex instrument serves to compensate ACP countries that experience losses in income earnings from the export of primary commodities. Stabex transfers to Dominica under the 7th and 8th EDF represent the largest single package of aid to Dominica to date both in terms of EC-Dominica Development Assistance and other donor development aid. The objective of the Stabex transfers is the sustainable improvement of the welfare of the population and the reduction of poverty, though continued support to making the banana industry internationally competitive, agricultural diversification, general economic diversification (including the development of the private sector), education and skill training to meet new employment possibilities and social capacities to combat poverty. These interventions primarily target the displaced banana farmers and workers.
SPECIAL FRAMEWORK OF ASSISTANCE (SFA)
The European Council formally adopted Council Regulation (EC) 856/1999 on 22nd April 1999, establishing a special framework for technical and financial assistance for traditional ACP Banana producers, which is a ten-year funding instrument, designed to facilitate the commercialisation of the banana industry in light of the WTO ruling on the EC the Banana Regime. In order to access this new Financing Instrument the Commonwealth of Dominica prepared a "Ten Year Country Strategy for the Utilisation of SFA funding". The Strategy in addition to proposing an eight-year plan for a more competitive agricultural sector, including the maintenance of the banana industry also emphasizes the need to diversify rural income generation and provide social recovery mechanisms for displaced farmers, farm workers and affected communities across Dominica.
NATIONAL INDICATIVE PROGRAMME (NIP)
Within the context of the successive Lomé Conventions, Dominica has automatically accessed the 6th, 7th and 8th European Development Fund (EDF) under the NIP instrument. In June 2000, the new EU-ACP arrangement the "Cotonou Agreement" was signed and the 9th European Development Fund established. The Eco-tourism Development Programme is currently being funded under the 8th EDF. The 9th EDF carries with it a greater emphasis on effective and efficient disbursement of resources, where the recipient state must ensure funds are effectively committed, disbursed and implemented at the risk of losing allocations to other more 'efficient' ACP countries. Programming for the post 9th EF will begin in 2006.
CARIBBEAN REGIONAL INDICATIVE PROGRAMME (CRIP)
In addition to the NIP, African, Caribbean and Pacific (ACP) States benefit from Regional Funds. All CRIP programmes are channeled through the Caribbean Forum of ACP States (CARIFORUM). In the past the Dominica State College has benefited from CRIP funds with the construction of a new labs and academic wing. The Dominica Air Access which includes the construction of a new terminal building, car park, the development of Runway End Safety Areas; runway and apron re-surfacing, drainage and markings; the supply and installation of Airfield Ground Lighting Systems and airport equipment is funded under the 9th EDF CRIP.
OTHER FUNDING SOURCES Dominica has also accessed the Structural Adjustment Facility (SAF), Rehabilitation Budget Line, European Investment Bank (EIB) and Centre for the Development of Industry Support.
