1.INTRODUCTION

Under the project "Support Services to the NAO", the Office of the NAO was strengthened with the recruitment of project analysts, accountant and other support staff. The overall objective is to ensure the effective and efficient implementation of EU funded activities. This is especially critical in light of the Post Lomé "Cotonou" arrangements, where the recipient state must ensure funds are effectively committed, disbursed and implemented at the risk of losing allocations to other more 'efficient' ACP countries.

In addition, the Office of the NAO was strengthened in anticipation of the additional workload that will be generated by the Special Framework for Assistance funding instrument.

This document fulfils one of the requirements of the office by facilitating the effective and efficient monitoring and co-ordination of all EC funded programmes, as well as assisting with the dissemination of information to all public, private and NGO sector organisations and the EC Delegation. It details the financial and progress status of project financed activities by funding instrument and sector; informs on EC Delegation missions, and provides an overview of disbursements over the relevant quarter.

This first report is biased towards Project Financed activities. We expect in forthcoming reports to include additional information on Budgetary Support Project Activities, as well as Regional Indicative Programmes.

AGRICULTURE & CREDIT

The Agricultural Sector has far received the most EC assistance over the years.

Support to the sector has principally been for the Banana Industry under the numerous Stabex transfers. However from Stabex 1994 onwards and in particular with the introduction of the Budgetary Support modality under Stabex 1995 (and beyond), support under Stabex shifted overwhelmingly to the social sectors with only comparatively minimal assistance still channelled to the Banana Industry. TRADE, TOURISM & THE ENVIRONMENT

Trade & Private Sector Development
For the first time EC funding was earmarked specifically in support of the Private Sector under the Project Financing modality of Stabex 1995. In 1999 further to a moderated Logical Framework Workshop the Dominica Association of Industry and Commerce signed a Financing Agreement and Work Plan, for an Institutional Strengthening Programme.

Two projects in support of DEXIA have been funded under the Stabex Budgetary Support modality of Stabex 1995. These consist of support for a Companies Benchmarking Project and upgrading of DEXIA's information systems. More on pg 5 of report

ENGINEERING, EDUCATION & HEALTH

Engineering
The Ministry of Communications and Works has received funding under a number of instruments for the following projects:

The most significant project to be implemented by the Ministry is the Airport Development Project, the first phase of which is an Airport Validation Study launched in, 2001 with Halcrow, a UK consultancy firm. The findings of the study will support the submission of a Financing Agreement under the 8th EDF CRIP for the implementation of the Airport Development Programme. More on pg 6 of report
