SUPPORT TO NON-STATE ACTORS (NSAs) THOUGH EU DEVELOPMENT FUNDS
The Cotonou Agreement stresses the importance of involving non-state actors (NSAs) in all phases of development -including strategic development, planning, implementation and review. The Government of Dominica in support of the involvement of Non-State Actors has sought financing assistance from the European Commission to enhance the participation of these actors in the development aid dialogue between the Government and EC Delegation through the institution of a Non-State Advisory Panel and NSA capacity building programmes.
The reported experience with NSA involvement in EC funded programmes in various phases of the project cycle highlight considerable differences in capacity among NSAs (especially the established private sector, on one hand, and non-governmental organisations (NGOs), community based organisations (CBOs), and small & medium sized enterprises (SMEs) on the other hand). A consultancy has been launched to investigate the capacities and competencies of NSAs, their structures, and involvement in the development process in Dominica. An NSA map of Dominica will categorise NSAs, identify groupings/associations and individual NSAs operating in specific sectors. Similar studies will also be undertaken in St. Kitts, Antigua, Grenada, St. Lucia, St. Vincent and Barbados. The consultancy is funded by the European Union and National Governments.
